—Reports—
-International Events-
1. Israeli Knesset election produces no majority. Partial results from Israel’s Oct. 27 parliamentary election showed Benjamin Netanyahu’s Likud-led right-wing/ultra-Orthodox bloc with about 53 seats and Gadi Eisenkot’s opposition bloc with about 48 in the 120-seat Knesset after roughly 85–90% of votes counted; Arab parties reached a record 19 seats. Neither bloc held the 61 seats needed for a majority; Netanyahu remains caretaker prime minister while final tallies and coalition talks continue. (TimesofIsrael)

2. Flávio Bolsonaro arrives in the United States. Brazilian Senator Flávio Bolsonaro, who lost the Oct. 25 presidential runoff to Luiz Inácio Lula da Silva, arrived in Miami on Oct. 28 via Argentina and Ecuador after refusing a Brazilian court order to surrender his passports amid investigations. He issued a statement declaring himself Brazil’s rightful leader; the US State Department granted visas to him and his family, and President Trump said he would approve entry. (Reuters)

3. US and Japan to establish a Japanese facility for joint missile production: The United States and Japan have agreed to establish a Japanese facility for the joint production of advanced medium-range air-to-air missiles, the Japanese defense chief said late Wednesday. The missiles that will be produced as part of a joint effort called “Operation Supercharge” are “essential for the F-35,” Koizumi said. (AP)

-US Events-
1. DHS personnel data leak. On Oct. 28, a group calling itself the Department of Peace released a searchable database containing names, contact details, job titles, and assignment information for more than 41,000 DHS employees and contractors, including ICE, CBP, and undercover personnel; the data was obtained via an Okta single sign-on system. DHS stated it was investigating and working to protect affected staff. (WaPo)

2. First Venezuelan oil shipment arrives in Texas under US deal. A tanker carrying approximately 1 million barrels of Venezuelan crude (first under an August 2026 arrangement granting the US access to a portion of reserves after the capture of Nicolás Maduro) docked in Corpus Christi on Oct. 27. (Reuters)

3. DOJ Intensifies ‘Aggressive Criminal Investigation’ into Alaska’s Second Dan Sullivan: Federal prosecutors are investigating how Daniel J. Sullivan Jr. landed on Alaska’s U.S. Senate ballot alongside Republican incumbent Sen. Dan Sullivan, with grand jury subpoenas expected as investigators examine whether voters’ rights were violated. (Breitbart)

-Regulatory and Legal-
1. U.S. Treasury Says U.S. ‘Will Win in the Digital Asset Stack’ as Clarity Act Stalls: Treasury Secretary Scott Bessent said that U.S. leadership in digital assets could reinforce the dollar’s global reach even as the stalled CLARITY Act leaves regulators to fill the gap. Bessent argued that the foundations of reserve-currency power are shifting. For much of modern history, he said, the dollar’s dominance rested largely on military strength. “We will keep our military umbrella, but increasingly, it becomes a technological umbrella,” he said. (BitcoinMag) (AC-Coming from the SECTREAS, this is an indication of a sea change in global power understanding. To shift from direct military power to tech power, to include stablecoins, AI, robotics and data centers, is massive. What isn’t being said directly, namely the power of a scare digital asset, is also indicative. Either it’s being held in confidence, or in lack of trust.)

-CBDCs/World Currencies/Strategic Reserves-
1. EU plans high-level China currency talks as fears of new trade shock mount: After convincing China to accept a cap on its hybrid car exports, a stream of top-level European finance and banking officials will descend on the Chinese capital in the coming months on a far trickier mission: persuading Beijing to stop holding down its currency to help save the bloc’s struggling industry. (SCMP) (AC-The EU is modeling itself after the CCP and have mutual interests in depressing the USD hegomony over global trade. It’ll be interesting to see how deep of an alliance the EU and China can accomplish.)

-Institutional Concerns-
1. Bitcoin Treasury Datavault AI Says It Can’t Access Its BTC, Stock Tanks: Datavault AI shares fell 49.55% to $0.067 on Oct. 27 after an SEC filing said the company has been unable to complete a June request to withdraw Bitcoin from Biconomy. (Decrypt)

2. Strategy Shareholders Approve Daily Dividends on Preferred Stock, With 99.3% in Favor: STRC will begin paying dividends for every calendar day from November, with STRF, STRK and STRD following in January. (Decrypt)

-Economic Indicators-
1. Federal Reserve holds interest rates. On Oct. 28, the FOMC voted 10–2 to maintain the federal funds target range at 3.75–4%; dissenters Lisa Cook and Beth Hammack preferred a 25-basis-point increase. The statement described economic activity as expanding at a strong pace, job gains keeping pace with the workforce, and inflation remaining elevated, with further data needed before adjusting policy. (FOMC)

2. US 10-Year Yield Eases Amid Fed Uncertainty: The US 10-year Treasury yield slipped slightly below 5% on Thursday, resuming its decline after the Federal Reserve left interest rates unchanged as widely expected but offered limited guidance on its next policy move. (TradingEconomics)

3. Wall Street Rises as Fed Holds Rates Steady: US stocks indices closed higher on Wednesday, with the S&P 500 rising 0.3%, the Nasdaq gaining 0.2% and the Dow inching above the flatline. (TradingEconomics)

-Security Concerns-
1. North Korea’s $600 million fake-worker empire has a hidden crypto connection: US authorities sanctioned a crypto cash-out network accused of turning North Korean undercover IT workers’ earnings into weapons funding. The Oct. 28 Treasury action targets 10 individuals and one entity, including two Russian nationals accused of facilitating approximately $5.5 million in cryptocurrency transactions for North Korean operations over different periods. North Korean operatives have increasingly used stolen identities, fraudulent documents, and fabricated employment histories to secure remote jobs at legitimate businesses, including cryptocurrency companies. (CryptoSlate)

-Technology and Science-
1. Putin praises Elon Musk as a ‘genius’ as Russia develops Starlink alternative: Russian President Vladimir Putin has called SpaceX CEO Elon Musk a “genius,” as he revealed the two are in “close contact” about developing a Russian alternative to Starlink. (CNBC)

2. AI Can Quietly Influence Experts’ Decisions, Anthropic Study Finds: Anthropic’s Alignment team found that 50 professional analysts matched their AI agent’s secretly assigned, coin-flip-chosen preference on 86% of four analytical decisions, against 50% expected by chance. “For individual experts, this could mean losing agency over their own work, a form of what researchers call disempowerment,” Anthropic said.
